It's back. Another nominee has been struck by NTPSS or Nominee Tax Paying Scrutiny Syndrome. This time it is Ron Kirk, the nominee to be U.S. Trade Representative, although for some reason it doesn't even seem to be scandalous enough to jeopardize the nomination. Word is he has agreed to pay the back taxes. How magnanimous of him.
