In actions similar to those of the Soviets during the Cuban missile crisis, this manager defies his/her superiors and pushes everyone around him/her to the edge of sanity while doing so. By countermanding Senior Management’s orders, hoarding resources, not following procedures and being argumentative at meetings, this manager is constantly at loggerheads with all around him/her, daring anyone and everyone to disagree and take appropriate action. Eventually the appropriate action occurs, which, because of contagion, is also bad news for any of his/her staff.
